Reporting Scores should be for Friends Only

In the same way that we have friends-only private messaging, we should have friends-only score reporting.
In fact, I think this is a must-have.

I don’t think this will be appropriate when we get the other things in place.
First we get it so that players can only report scores against players in their box, that they haven’t already reported scores against, etc.
Then we get it so that opponents are notified of scores being reported that involve them so that they can object if they are falsified, etc.
I’ll keep this idea open in the meantime though.

OK
